Veterans Court Protocol Manual dedicated to Assistant Dean John Lynn

September 10, 2010

The recently published second printing of the manual on how to implement Veterans Courts or Programs in the State of Illinois was dedicated to the memory of “Major John F. Lynn, USMC, (Ret.), Assistant Dean and Director of the Veterans’ Legal Assistance Program at the SIU School of Law. A veteran dedicated to serving his country and fellow veterans.”

The manual was prepared by the Governor’s Task Force on Veterans and Servicemembers Courts. Lynn served as a member of the Task Force under the chair of Judge Annette Eckert.

Of John’s work, Judge Eckert said, “[t]he Task Force members are indebted to John and his law students at SIU Carbondale. John was the Director of the SIU Veterans Program that provided free legal services to Veterans navigating their way through the Veterans benefit administrative system. His law students were devoted to him and their clients. John inspired them to service. John and law student Trevor Burggraff put the draft of legislation on-line, attended each meeting, set up an on-line comment service for Task Force members to utilize in the drafting process and provided the Task Force with a finished product to take to the legislation. That product passed without amendment, and the Veteran’s Servicemember’s Court/Treatment Act was signed into law by Governor Quinn.”
